For "can" the answer is clearly "Yes!", but if it is not supported now, don't expect it too soon (I'm not sure what codecs are bundled on windows, thus the "if"). Iirc we'd need to update to a recent gstreamer or switch to a completely different media core. If, however, someone wants to work on that: such patches would be gladly accepted, however especially the latter would likely require some coordination work beforehand and wouldn't be overly reasonable until we're migrated to a more recent xulrunner (which might take some years, if it ever happens).
